Japan pet import requirements from the UAE

The rules for a pet dog or cat that travels from the UAE to Japan, in plain words. When the official rules are not clear, we say so: our vet confirms that point at your first visit.

Import permitNo

No permit, but advance notice to the Animal Quarantine Service (AQS) at least 40 days before arrival (NACCS online). AQS then approves the import inspection.

An ISO 15-digit microchip, before the first rabies vaccine. Some chips that start with 900 are not accepted.

Rabies vaccineYes

At least two vaccines. The first at 91 days old or older. The second at least 30 days after the first, while the first is valid. Inactivated or recombinant vaccines only. No gap in validity until arrival.

Rabies titre test (blood test)Yes

At least 0.5 IU/ml at a laboratory that Japan designates. The sample is after the second vaccine. Valid 2 years. Your pet must arrive at least 180 days after the sample date.

    Our vet checks the ISO 15-digit microchip, then gives the first rabies vaccine (your pet must be 91 days old or older).

    The second rabies vaccine, while the first is valid.

    After the second vaccine

    We take the blood sample for the titre test. Our vet confirms the designated laboratory.

The rabies titre test result takes about 2 to 3 weeks. The UAE export certificate from MOCCAE is valid 30 days.

Airline and cargo notes

  • Choose a flight to a designated port for dogs.
  • If the documents are not correct, your pet can stay up to 180 days in quarantine or be sent back.
  • Each airline has its own rules: cabin, checked baggage or cargo, the crate size and the breeds that it accepts. Ask your airline before you book.
  • In the UAE summer (about May to September), many airlines limit pets in the hold because of the heat. Plan early.
  • Check the rules of each transit country too. A transit can change the documents that your pet needs.

Common mistakes

  • Only one rabies vaccine before the blood sample.
  • A gap in the rabies vaccine validity before arrival.
  • Pencil or correction fluid on the certificate.
  • The MOCCAE export certificate is applied for too late. It is valid 30 days: apply in time for your flight.
  • The flight is booked before the permit, the titre result or the waiting time is complete.
